The Cabinet considered a report by the Head of Tourism and Culture (Reference 12/435) Cllr Marsden stated that advice had been taken from Planning on this issue. She noted that there would be objections but living on a car park was not an ideal holiday. There were many very good caravan parks throughout the borough with excellent facilities for motor home owners that could be used instead of car parks. The policy would be monitored by the Council to check on its effectiveness. Stuart Clark advised members that there would also be monitoring by NYCC.

Cllr Chatt stated that this was a problem of the campers’ own making as it was not fair to other people to use a parking area as a campsite. People had complained and the Council had acted on those complaints. Cllr Chance stated that this was for overnight parking only. Caravans were not allowed to park overnight and so this should also apply to motor homes.  Cllr Plant supported this policy.

RESOLVED that:

a)         Cabinet consider the objections received and officer’s comments on the issues raised.

b)            The changes to parking orders, to prohibit motor caravan parking overnight on the following Off Street Car Parks be approved as advertised and implemented from 1 January  2013:-

 

Scarborough: Spa Drive & Forecourt, Marine Drive, West Pier,

                         King Street, Eastborough, and Quay Street  

Whitby:            Pavilion Top & Drive, West Cliff, Church Street,

                          Endeavour Wharf and Marina Back

Filey:                Station Avenue and Country Park

Reasons

To ensure appropriate measures are put in place to enable the Council to take enforcement action to control overnight sleeping on the selected car parks outlined in the report.
