Councillor Ms Roberta Florence Swiers, declared a Personal interest in agenda item 4, Planning Application - (17/01994/FL) - Town Farm, 6 Main Street, Gristhorpe since she was the Ward Councillor and had received correspondence from residents on this item.

Councillor Simon Green, declared a Personal interest in agenda item 4, Planning Application - (17/01994/FL) - Town Farm, 6 Main Street, Gristhorpe since he was the Ward Councillor and had received correspondence and attended meetings on this item.

Councillor David  Chance, declared a Personal interest in agenda item 6, Planning Application - (18/00775/FL) - Land to West of Prospect Hill Farm, Whitby. since the application site was in both his Borough Ward and County Division.

Planning Application - (17/01994/FL) - Town Farm, 6 Main Street, Gristhorpe pdf icon PDF 198 KB

The Committee considered:-

     i)     a planning application for the erection of four two bedroom dwellings for Mr S Wood; and

     ii)    a report of the Planning Services Manager (Reference 18/145).

The Planning Officer advised that the National Planning Policy Framework (NPPF) had been updated last week by the Government.  The Planning Officer had assessed this report against the revised NPPF and there were no amendments to make to the report as a consequence.

Following a recent site visit by members of the Planning Committee the Planning Officer presented a drawing showing the extent of the Conservation Area and the Public Right of Way in relation to the site.

Updating the report the Planning Officer noted an amendment to Condition 4 to include a drawing which shows the extent of the hardstanding alongside the shared driveway, which also serves as the public footpath.  Also an amendment to Condition number 10 regarding the means of enclosure requiring retention and improvement of  the stone wall which defines the boundary at the rear of the properties.

In accordance with the Council’s Public Speaking Scheme Mr Daniel Westmoreland (Neighbour) objected to the scheme.

Members did share the Public Speaker’s concerns regarding access to the site, in particular the visibility on entering and leaving the access road, the proximity to the access road of a large tree, the narrow width of the road and the potential conflict of vehicles and pedestrians on the access road.  As the Highway Authority had not made any objections to the scheme in respect of highway matters, there was no evidence to support members if they refused the application because of their concerns regarding the access road.

RESOLVED that permission be GRANTED subject to the conditions set out in the report and the revised wording to Condition 4 and Condition 10 as stated above.

The Planning Officer advised that the National Planning Policy Framework (NPPF) had been updated last week by the Government.  The Planning Officer had assessed this report against the revised NPPF and there were no amendments to make to the report as a consequence.

Updating the report the Planning Officer advised that no comments had been received in respect of the re-consultation on the revised drawings which had ended on 1 August 2018. 

The reference  in the report to a ‘pan tile roof’ should have referred to a slate roof throughout the report.

A member noted that in paragraph 7.17 of the report there was a reference to an invasive plant species that would be required to be removed by way of condition, but this was not listed in the conditions.  The Planning Officer advised that this had been noted and would be included in the conditions.

RESOLVED  that permission be GRANTED subject to the conditions set out in the report and the addition of the condition regarding the removal of the invasive plant species.
