(i)            a planning application for change of use of derelict farm buildings to construction skills training facility for Scarborough Borough Council; and

(ii)          a report of the Planning Services Manager (Reference 19/156) attached

Minutes:

The committee considered:-

 

(i)            a planning application for change of use of derelict farm buildings to construction skills training facility for Scarborough Borough Council; and

(ii)          a report of the Planning Services Manager (Reference 19/156).

 

Members praised the concept behind this development. In reply to Members’ questions, the planning officer advised that he expected energy saving measures to be used in the construction of the new facility, a cycle and footpath network was already in place, and measures had already been implemented through the Middle Deepdale development to protect the area from flooding.

 

RESOLVED that permission be GRANTED subject to the conditions set out in the report.

Adoption of the Town Improvement Clauses Act and Naming and Numbering Policy pdf icon PDF 153 KB

The committee considered a report by the Director (RB) (Reference 19/162) in respect of the Council’s street naming and numbering policy.

RESOLVED that:

i)     The Borough Council resolves to adopt the Town Improvement Clauses Act 1847 (incl 1875 Public Health Act and 1907 Public Health Acts Amendment Act) as the basis for its decision-making on matters appertaining to street naming and numbering.

ii)    The Borough Council resolves to adopt the Street Naming and Numbering Policy.

 

Reasons

The adoption of the Act and Policy will provide both a framework and guidance for the Authority to operate its Naming and Numbering functions for the benefit of residents, businesses and visitors. Ensuring that streets are named and properties can be located by emergency services, visitors and to assist with the reliable delivery of services and products.

Minutes:

The committee considered a report by the Planning Services Manager (Reference 19/155) in respect of current appeals which had been lodged against the decisions of the Council. Members were advised that so far in 2019/20 of the planning appeals that had been determined, all four had been dismissed.

RESOLVED that progress with current appeals be noted.
