4.

Planning Application (14/00649/FL) - Lifeboat Station, Foreshore Road pdf icon PDF 184 KB

i.          a planning application for demolition of the existing Lifeboat Station, slipway and garage. Erection of new combined Lifeboat and Lifeguard Facility and slipway and associated works, for Royal National Lifeboat Institution (Mr Christopher Refoy); and

The Committee considered:-

(i)         a planning application for demolition of the existing Lifeboat Station, slipway and garage. Erection of new combined Lifeboat and Lifeguard Facility and slipway and associated works, for Royal National Lifeboat Institution (Mr Christopher Refoy); and

(ii)        a report by the Planning Services Manager (reference 14/193).

Updating the report the Planning Officer reported the following comments:

           the Harbour Master had no objections provided the work proceeded in accordance with the conditions and reports

           the Tourism Manager had no objections

           Leisure and Community Services confirmed they had a couple of issues which could be taken into account under the condition requiring a construction method statement to be submitted for approval.

The Planning Officer advised that there will be a pre-construction meeting to give officers from other Services an opportunity to raise issues for the contractor to consider that would normally be outside planning control, given the site lies at the heart of a busy tourist area.

The Planning Officer noted the differing opinions amongst consultees regarding the nature of the copper walls and roof and advised that ‘natural’ copper would be used, as this would change colour naturally, rather than use a pre-patinated copper as originally proposed.  The second issue was the sandstone surrounds to the existing doors and whether to incorporate these in the new development.  The scheme architect considered that the sandstone, which was weathered, would be incompatible with the Ashlar material of the building but could be recycled for some other purpose.

The Architects displayed a palette of different elements of the design for the benefit of members.

In response to members’ questions, the Planning Officer advised that the floor of the new Lifeboat Station had been raised by 0.5 metres to mitigate the effect of high seas and both the Council’s Structural Engineers and Coastal Engineers were satisfied with the building’s ability to weather storms and high tides.   There was a condition that the foundations and plinth of the building had to be approved by the engineers.  In relation to the space that would be created at the front of the building, this would be managed by the RNLI.

RESOLVED that permission be GRANTED subject to the conditions as set out in the report.

i.          a planning application for erection of 29 Dwellings and substation on land previously approved for the development of 30 Dwellings as part of Outline (09/00717/OL) and Reserved Matters Approval (11/02265/RM) for the Erection of 142 Dwellings & 6 Live/Work Units, for Taylor Wimpey (North Yorkshire) Ltd; and

ii.         a report by the Planning Services Manager (reference 14/199) attached.

The Committee considered:

i.          a planning application for erection of 29 Dwellings and substation on land previously approved for the development of 30 Dwellings as part of Outline (09/00717/OL) and Reserved Matters Approval (11/02265/RM) for the Erection of 142 Dwellings & 6 Live/Work Units, for Taylor Wimpey (North Yorkshire) Ltd; and

ii.         a report by the Planning Services Manager (reference 14/199).

Members confirmed they had received a letter from Scalby Village Trust. Updating the report the Planning Officer advised that the Police Architectural Liaison Officer had confirmed that the design accords with the principles of Secure by Design.  Natural England had no objection subject to the development progressing in line with the Ecological Management Plan.  The Officer recommended an amendment to Condition 18 to add that 70% of the 29 houses be roofed in traditional natural red clay pantiles in keeping with the local vernacular and requested that delegated authority be granted to refuse permission if the legal agreement was not signed within the 13 week determination period or if an extension of time was not agreed.

Members were advised about the operation of the S.106 Agreement.

RESOLVED that permission be GRANTED subject to the conditions set out in the report, the amendment to Condition 18 as set out above and the applicant first entering in to a legal agreement.  Delegated authority be granted to Planning Officers to refuse the application if the legal agreement was not signed within the 13 week target period or an extension of time was not agreed.

Updating the report the Planning Officer advised the Committee that the applicant disputed the reference in paragraph 6.5 of the report referring to the density of the units

In accordance with the Council’s Public Speaking Scheme, Mr Corrigan (the Applicant) spoke in favour of the scheme.

RESOLVED that permission be GRANTED subject to the conditions set out in the report.

Members’ reasons:  Members reached a different decision to the previous identical application because having reconsidered the proposal the majority of Members felt that the design and layout of the buildings were an improvement on other similar sites, felt there was a demand for these type of units and they were in keeping within the context of a holiday village.

The Planning Officer recommended approval subject to the conditions set out in the report.  In accordance with the Council’s Public Speaking Scheme, Mr Corrigan (Applicant) spoke in favour of the scheme.

RESOLVED that permission be GRANTED for planning application 14/00906/FL and 14/00907FL subject to the conditions as set out in the report and discharge of Condition 8 of Planning Permission 12/01447/FL as requested by application 14/00905/COND.

RESOLVED that
