The Council considered a report by the Chief Executive (Reference 19/121) which set out the proposed representation on Council committees, including details of the positions of Chairs and Vice-Chairs where there had only been one nomination and which therefore could be determined en bloc.  The Council then proceeded to vote on the contested positions of Chairs of the committees.  The Council resolved to suspend standing orders so this vote could be conducted by show of hands, instead of voting slips.  The results were as follows.

Chair of the Planning and Development Committee – Councillor Eric Broadbent

Chair of the Licensing Committee – Councillor Roxanne Murphy

 

To a query relating to a potential conflict of interest in relation to Councillor Murphy’s appointment, the Monitoring Officer responded by advising that Councillor Murphy would need to notify any interest in accordance with the Council’s Code of Conduct for Members and take the appropriate action as required by the Code.

 

Councillor David Chance withdrew his nomination for Chair of the Audit Committee, thereby ceding the position to Councillor Sam Cross.  Leader of the Cluster of Independent Members, Councillor Chatt confirmed that their vacant position on the Overview and Scrutiny Board had been gifted to Councillor Neil Robinson of the Green Group.

RESOLVED that, subject to the above, the list of appointments to committees appended to the report be approved for ratification at the Annual Meeting of the Council on 5 June 2019.

The Council considered a report by the Chief Executive (Reference 19/122) which set out the proposed representatives on outside bodies, including those positions for which there were more nominations than places.  The Leader commented that the Local Government Association – People and Places Board should be removed from the list of outside bodies, since this was subject to a separate appointment mechanism through the Local Government Association.  The Council resolved to suspend standing orders so that in the cases where only one place was to be identified, the vote was conducted by a show of hands, not voting slips.  The results of the elections were:

Vale of Pickering Drainage – Councillor Sue Tucker

Reserve Forces and Cadets Association – Councillor John Casey

North Yorkshire County Council Scrutiny of Health Committee – Councillor Sue Tucker (substitute: Councillor Jane Mortimer)

Scarborough and District Sports Council – Councillors Jim Grieve, Carl Maw, and Janet Jefferson.

North York Moors National Park Authority – Councillors Clive Pearson and Subash Sharma.

In response to questions, the Leader, Councillor Siddons confirmed that the review of the Council’s governance he was instigating would endeavour to create a more open, transparent and inclusive system, which may require a hybrid Leader and Cabinet/committee model as an interim solution.  He intended to bring an update to the Council in the autumn, and remained mindful of the financial and resources implications of any proposed changes.  Councillor Siddons further confirmed that the Council’s Persistent and Unreasonably Persistent Complainants Policy was under review and that he would shortly be publishing his Scheme of Delegation to the Executive to clarify the extent of each Cabinet Member’s responsibilities.

RESOLVED that the Council approve the list of representatives on outside bodies as detailed in the report with the amendments agreed above, for ratification at the Annual Meeting of the Council on 5 June 2019.
